Tortle Point Buy Guide for D&D 5e
Tortles from The Tortle Package (and later Mordenkainen's) have one of the most unique mechanics in 5e: Natural Armor gives you AC 17 regardless of DEX. Not 10+DEX, not 11+DEX — a flat 17. This means a Tortle Druid can completely dump DEX, spend no point buy points on DEX, and still have better AC than a character in chain mail without a shield. Combined with +2 STR and +1 WIS, Tortles suit melee Druids, nature clerics, and Monks who want to dump DEX while retaining AC.
Tortle Lore & Background
Tortles are humanoid turtles living primarily in coastal and tropical regions. Their culture is nomadic and accepting of all life experiences — Tortles view their lifespans philosophically, often spending their entire lives preparing for one final great adventure before they die at around 50 years. This attitude makes them excellent adventurers: unhurried, appreciative, and fearless. The Tortle Package introduced them as part of the Chult storyline.
Mechanical Traits
Tortle traits: +2 STR, +1 WIS, Natural Armor (AC equals 17 when not wearing armor; using a shield still applies the normal shield bonus), Shell Defense (you can withdraw into your shell as an action, gaining +4 to AC and disadvantage on Dexterity saves, while unable to move or take actions or bonus actions other than coming out of your shell; used defensively against massive bursts), Claws (1d4 slashing natural weapon), and Hold Breath (up to 1 hour).

2014 PHB
+2 STR, +1 WIS. The key mechanic is Natural Armor — DEX is irrelevant for AC purposes, so you can completely dump DEX to 8 and use all those point buy points elsewhere. A Tortle Druid with DEX 8 still has 17 AC, while a non-Tortle Druid in leather has 12+1=13 AC.

Circle of the Moon Druid
STR 14+2 / DEX 8 / CON 14 / INT 8 / WIS 14+1 / CHA 8. WIS 15, STR 16, CON 14, DEX 8 = 17 AC. Never need to worry about armor. 25 points.
Totem Barbarian
STR 15+2 / DEX 8 / CON 14 / INT 8 / WIS 12+1 / CHA 8. STR 17, WIS 13. Natural Armor 17 beats Barbarian Unarmored Defense until CON 20+DEX 14 (AC 17). 26 points.
Best Class Pairings for Tortle
Druids can't wear metal armor. A Tortle Druid has 17 AC regardless — better than any non-metal armor option. +1 WIS for spell save DC. Dump DEX completely.
Barbarian Unarmored Defense is CON+DEX+10. Tortles use Natural Armor instead (flat 17), which is better than most Barbarian AC calculations at early levels, especially if they dump DEX.
Monk Unarmored Defense is DEX+WIS+10. Natural Armor doesn't help Monks who want high DEX and WIS, but a Tortle Monk who dumps DEX and maxes WIS gets: 17 AC (Natural Armor) vs 10+1+WIS mod (Monk's defense with 8 DEX). Natural Armor wins significantly at early levels.
+1 WIS for spellcasting. Light-armor Clerics benefit from Natural Armor 17. Even heavy-armor Clerics can swap to Natural Armor if their full plate falls behind.
STR+2 is excellent for melee Fighters. Natural Armor means you don't need to invest in DEX for AC.
Common Build Mistakes
Wearing medium armor instead of using Natural Armor. Medium armor caps at 15+2=17 with +2 DEX, which equals Natural Armor but requires a DEX investment. Tortle's Natural Armor is free — don't waste the advantage by wearing armor that matches it at best.
